I have the PAL version of 1080 Snowboarding but while it appears to run full screen, without borders in mupen64plus, it’s definitely a lower frame-rate than the NTSC US version.
Can this be changed at all?

RA can probably reclock to 60, but that will mean the game becomes faster and the sound gets higher pitch as well. I don’t think you’d want that. If you want to try anyway, then go to Settings/Audio, and change the “Maximum Timing Skew” from 0.05 to 0.5. If mupen supports reclocking, then it should run 50Hz games sped up to 60.
Other than that though, no. I don’t think it’s possible.
