Cannonball is a rewrite of the arcade racer Outrun using original roms but with a bunch of enhanced features including 60 fps gameplay and widescrren support.
Would it be possible to port to RetroArch builds?

I, too, would love to see this and it would likely be a perfect fit for libretro. However, we have a tremendous support burden already, so it would be preferable if Mr. White were to do the port himself. You could open an issue on his github repo requesting it.
So who did the just announced port?
Twinaphex is working on it.

The new port is being done within libretro, with twinaphex as the lead.
