Why can not I update the file?

You’re trying to edit the file directly in the RetroArch repo, which you don’t have access to. You’ll need to fork the repo, make your edits there and then submit a pull request with your changes to the main repo.
But I can not do pull request now, the window is not clickable to edit the file, a week ago I could and i made before updates.
