Does "input block timeout" add (small) input lag for touch controls?

I don’t fully understand the description of this latency option.

The way it works is it stalls the whole emulation process and waits for additional inputs. The higher the number, the easier it is to make multi-button actions. IIRC, it functions similar to frame delay insofar as setting it too high won’t leave enough time to complete the emulation task in a single frame.

So, in other words, a higher number means…smaller lag? similar to frame delay?

Edit: just like you said, it is Frame Delay v.2. The impact on performance is the same too. Good way to shove a few extra ms of lag if the CPU is fast enough.
