Do counters in http://www.libretro.com/index.php/downloads/ work well?
Sort of. People often get RetroArch from other places (cydia repos, PPAs, lordashram/EmuCr nightlies) that aren’t tracked, and the counters get reset as soon any file gets updated for any reason.
OK, clear. Why only Windows ver filenames do not have release number?
It was done by Themaister up until now.
I might take over release duties there as well.
Those counters are clearly broken. I recall them being way over 2000 in late january. 
I’ve seen them revert back to zero on a few occasions.
yeah they revert since the server move for some reason…
