I would like to know how to get rid of those weird startups that some arcade games have. An example of this would be those counts with OKs, colored distortions, and green, red and white flashes, before the game title screen.
I wouldn’t think it possible to remove. There is likely required tests and stuff going on while all that is occurring. But, I guess if PSX games can bypass the startup screens, maybe.

This is the self test / diagnostic screen of arcade games.
AFAIK there is no way to remove it, as it is needed to make the game work properly.
Some games have those sprite testing screens (mostly older games from the 80s) newer games have a ram/rom checking screen.
