The state saving and loading are working fine. But when I try to save the game using in-game save option, and try to load the record, it always says “record cannot be found".
I am using PlayStation1 (PCSX ReARMed) as bois.
any help would be appreciated.

Use a real bios.
I double that. Vagrant story has a lot of save game issues. It uses a separate slot to keep record of things in the player’s chest. And those things tend to disappear at random times. Not sure if a BIOS helps though.
I did some research and found out that enabling SRAM auto save might help. On android it’s in TV mode -> Settings. I haven’t tested it myself yet, but it sounds as should fix it.
