How do I load cores manually without root or a web server?

Is there a way to load cores manually without rooting your device or setting up a web server? My device can’t be rooted and I don’t have the time (mainly time) or resources to start a web server.

I know that the cores folder defaults to a folder that requires root to access, but for whatever reason if I try to set the core folder to a folder that doesn’t require root, RetroArch doesn’t detect any cores within it.

That’s correct. It’s related to one of Google’s bizarre security “features” IIRC.

Weird. I’ve also noticed there are problems with the BIOS folder settings as well. When I put a file, say tos.img, into the default system folder, RetroArch doesn’t detect it until I go into the directory settings and set it as the BIOS folder again despite it being the default.

someone else mentioned this issue, as well, though I haven’t been able to reproduce it. Is this on Android?
