Well you can go here, https://github.com/libretro/retroarch-joypad-autoconfig Browse to the folder you want, create the file and save, then it will tell you to create a PR

I switched over to my wired 360 pad to play a bit of Reicast, Mednafen PSX, and Mupen 64 on my Windows version of RA, but now when I swapped back to my iBuffalo pad the OSD text shows RA recognises it but it says “not configured.”
Any idea why that would be the case?
