Is There a Difference Between the Performance Under Linux Compared to Windows?

As the titles reads, is there a difference between performance of Retroarch on Window versus Linux on the same hardware? I.E. can I expect the same exact level of compatability and game performance on PSP, 3DO, N64, and the like? Of will the OS and therefore drivers make all the difference?

None of the major contributors use Windows full-time, but there shouldn’t be any major difference between the two.

In Linux, you can bypass the X server altogether and just use KMS/EGL to run RA from the terminal. In theory, this should be the most efficient way to run RA.
