Kind of crzy, but can Retroarch be implemented on Dreamcast?

Title.(crazy and maybe pointless)

Sometime ago I got into some PM conversations with a Dreamcast scene member (he did a fairly advanced Quake port for DC - Makaqu) and I tried suggesting that it would be a cool idea to do a Dreamcast RetroArch port. It doesn’t seem like he feels like doing such a port though.

Problem is - I myself can probably not do it right now as-is - my Dreamcast only has a 33K6 modem - Broadband Adapters are way too goddamn expensive on eBay and I can’t stomach the thought of having to burn coasters for every build session. Only solution therefore - if I were to do it and if I had some spare time - would be for somebody to gift either a Broadband Adapter or one of those SD card thingies that you slot into the Modem Expansion port.

But yes, I’m crazy enough to eventually expand RetroArch to PS2/DC/PSP. That way, we would have all of the sixth-generation consoles covered for RetroArch.

Just another question: CPS1 and 2 could run 100% there? Theoretically? Neo4All runs flawlessly a lot of games (I know its mad different)
