i don´t know how far this is known but i think its handy to note
don´t update your AMD GPU Driver to 23.7.2
Vulkan seems to be totally broken at least for emulation even standalone emulators are not working many objects don´t render at all with it

Is this a problem with just Windows? OR> Linux too?
i am on windows can´t speak for linux … 
i have rx550 with 23.7.2 , all renders work fine for me in retroarch and standalone emus
i heard that some have no problem at all for me and a buddy of mine (i have an rx580 he an rx570) even dolphin broke with retroarch… i don´t want to scare folks with that and an downgrade is always a way ^^…but i thought if somebody runs in weird errors with vulkan because of this they can find the error much faster if somebody notes it anywhere
AMD Proccessor chipset driver? Or AMD Ryzen graphics driver?
