Have played Street Fighter 1,2, championship, hyper fighting and Final Fight using MAME. All work great. When loading Super Street Fighter 2 though.
I have tried with 10 different ROMS and every version of MAME, FB Alpha. I have also installed a lot of BIOS to no result, same problem.
qsound_hle.zip in your rom folder?
qsound did not work with MAME however it did work with FB Alpha !

Using random arcade ROMs with random arcade cores rarely works out well. You usually need to get the right ROMs for the core you’re using. Check this doc out for more info:
