Mednafen PSX Garbage in 2D Sprites

In Most games I have garbage in 2D sprites like those in Castlevania Chronicles next to the Simon sprite here: http://i.imgur.com/tu7rsBi.png

I tried both the HW core with Open GL and the Software Core and tried turning on and off most settings or change them and do a restart after that to make sure they apply but the garbage is always there on the sprites. This happens in most games when 2d Sprites are present.

Ok Tried again completely resetting the game with Software core and then the problem is gone. With Open GL and Vulkan the sprite garbage is there. So it is a problem with the Hardware Renderer?
