MegaCD RAM Cartridge emulation not saving properly in PicoDrive on 3DS

I’m running into a problem with the MegaCD RAM cartridge emulation while running PicoDrive on my N3DS. I can get the emulator to read and initialize the RAM cartridge, however it doesn’t actually save any data to the emulated cartridge. Every time I start a Sega CD game, it says that the cartridge needs to be formatted again.

Using the cia version from the 1.3.3 stable release

This might be because retroarch does not have permission to write on the drive.
