Mesen is coming to Libretro!

Audio filter, EQ_Mesen.dsp:

filters = 1
filter0 = eq
eq_gains = "20"

I updated the code to increase the sound volume, by a factor of 10x. It sounds about the same as the nestopia core now, so should be less of a problem. I didn’t add a volume option, because like dankcushions says, no point in having 2 sets of volume settings if at all possible.

@wertz That’s already what it does - set the channel volumes to 100%. But Mesen’s default master volume is low on purpose - every effect you add via the standalone’s UI (panning, equalizer, reverb, cross-feed, NSF files with 11 channels, etc.) all bring you closer to getting to the 16-bit sample limit and causing sound issues. I set the volume for the core to the equivalent of 100% for standalone - since a lot of the audio options aren’t in the libretro core, this should be safe, though.
