For problem of space i want move Retroarch from disk C to disk D. So which the way more simple to move and not lose my config and settings ? There is a config file where i change path ?

If you move the whole folder containing RetroArch, I think the only issue would be directories and playlists. Going into Settings > Directory lets you change everything to the new location. After properly configured, it’s just a matter of enabling `Settings > Playlists
Can just Cut and Paste it
As said above check File Locations set to make sure they coming from new place where it is
