pcsx-rearmed doesn’t work well in Windows at the moment. You’re much better off using mednafen-psx instead.
mednafen-psx works only with cue files. I only have one psx game(out of 10) with a cue file.
Mednafen PSX supports cue, toc and ccd extensions, assuming you’ve got a recent build. You could try creating a new cue file and pointing it towards your other images, but that might cause issues or simply won’t work at all.
You should really start to get proper rips instead.
Maybe, but getting all the files anew is more complicated than just setting up another core.
I’m trying Mednafen-psx, how does it work with multi disc games?
Once the game asks you to switch discs open RGUI go to Settings -> Disk Options -> Disk Image Append and you should be able to insert the next disc.

Last question, I cannot get .ccd files to work. Is there something I need to check before I run these images? Do I need to edit the ccd file?
Probably, try opening it with a text editor and check if it’s pointing to the correct file.
Well, unlike .cue files, I do not see a file name in the .ccd file.
