Can you please tell me if crt switchres on Windows 10 can work with a PVM ? Most of the PVM are not 31 khz, so, crt switchres could break it, no ? Do I need to install crt emudriver or its not necessary with Retroarch ?

In Windows, you need to get static modelines for all of the resolutions/refresh rates you intend to use. that usually involves crt emudriver.
Yes, it can work just fine on a PVM if you get the output converted to a format it will accept (VGA to RGBs adapter or whatever). PVMs won’t be damaged by out-of-spec sync rates, they just won’t show them.
