RetroArch has trouble running in an accented folder

I’m on Windows 10. I’ve installed RetroArch to an accented folder but it could not create its config file. No problem when installing it to an unaccented folder. This is not a permissions issue as both folders had just been created and I did not mess with their permissions.

Edit: sorry, I’ll have to investigate a bit more. I realize I had RetroArch installed in an accented folder previously and it worked without a problem. I didn’t use the installer back then, so maybe it’s an issue with the installer this time. Sorry for the false warning.

Also, accented characters are sorted separately from unaccented ones in the file browser.
