Setting a negative custom viewport Y makes the screen black on Vulkan

I recently played with the custom viewport settings, and noticed on several different computers (Intel and AMD Ryzen CPUs) that if I try to set a negative value for the Y custom viewport with the Vulkan renderer, I get a black screen. The bug does not occur on GLcore, only on Vulkan. Tested on Linux every time, Retroarch 1.9.4.

yeah, anything that makes the image go off the screen blanks it completely with Vulkan for me.

As a work-around, you could use the Basic Mega Bezel shader preset to do the scaling and cropping.
