I’ve added the French translation for the Snes9x core of Libretro.

If you compile the core from this fork, RetroArch will display the options in French when the system language is set to French.
For the impatient, I have also provided the compiled and tested core snes9x_libretro.dll directly in the libretro folder of my fork.
Feel free to test and give your feedback!
PS:I tried to go through Crowdin but didn’t see anything related to Snes9x, so I decided to compile it myself (it was fun). The translated files are available for a possible official update after your validation
