The games are Tobal no. 2 and Bushido Blade from Squaresoft. They slow down significantly when the fight starts.
What can I do to fix the speed problem without overclocking the system?
Is changing the resolution be any good?

Yeah, make sure you disable the double-resolution core option. EDIT: rewind can cause framedrops with pcsx-rearmed, too.
Where is the double-resolution so I can disable it? And also where’s the rewind option?

the resolution thing is in the core options and rewind is in settings > frame-throttle > rewind
