[Steam] Can't save to retroarch.cfg at Program Files (x86)

Since Windows introduced the Program Data folder, it acts heavily on blocking any attempt to write to the Program Files folders. Nevertheless, Steam installs Retroarch under Program Files (x86), which means we can’t ever write to retroarch.cfg unless we run Retroarch as admin.

I already tried taking ownership of the Retroarch folder and granting full permissions to both my account and “All Application Packages”, but had no success.

Has anyone faced this issue? Did you solve it?

Further investigation shows that the issue persists even if I copy the whole Retroarch folder somewhere else. I should add that this installation was done by installing through Steam them installing through the latest nightly .exe and overwriting the Steam folder in order to be able to download cores. Come to think about it, the fact that I could download cores should have shown me that the issue was somewhere else!
