USB arcade joysticks change position after restart

I have an arcade cabinet setup based on a Windows 10 PC, with two arcade joysticks. My issue is that after a restart, the first player joystick becomes the player 2 and vice versa. I can’t, for the life of me, find a way to save which one i want where. In the input options the player 1 always has the #1 controller attached but that doesn’t matter, the behavior changes anyway since #1 sometimes becomes the Player 1 joystick and other times that Player 2 one.

How do you fix this once and for all?

There’s an external utility that can help with this called “devreorder”

I tried it but can’t figure it out or doesn’t work.

Has anyone ever managed to make “devreorder” work?

Apparently so, as lots of people I’ve recommended it to over the years have replied back to the effect of “works great, thanks!” etc.

I couldn’t make it work or maybe i couldn’t understand the explanation in the github page correctly. I’m most likely doing something wrong.
