Well, glad i stumbled across that bit. I wasnt having any display corruption issues - but for about as long as i can remember, RA wont do exclusive full screen.
As such, when navigating between monitors, RA would always refresh/flicker/redraw itself when returning to the display it rendered on.
This nvinspector fix at least addressed that flicker 
just reporting back, it also afforded me the ability to stream vulkan where I never could before.
hopefully there are few drawbacks to using block transfer as opposed to page flip buffer flipping.
so far, i no longer hav ecores that stream to a black screen, and vulkan streams properly. feels like a solid win.
