You’re missing the assets or they’re misplaced. Either way, go over to settings > directory and check where your asset directory is pointing. If that directory doesn’t have a location or whatever, you can point it wherever you like (somewhere with read/write privs) and then head over to the online updater and update your assets. Quit RetroArch and then reopen and you should be good.
