Xbox 360 controller acting up

My controller up and down buttons are not working right I the main menu. For example if I go to the top of a long list of games and press down it will jump 10 or 20 games down, then up will do the same. Of course this happens anywhere in the UI, like the settings. It was working fine before so I completely uninstalled RetroArch and installed the newest version 1.3.7 and set everything up again. it worked fine for an hour or so then starting doing it again. Any ideas?

Edit: It seems it’s not my controller. The same thing happens with my arrows on my keyboard.

I think I sort of figured something out. My menu access button combination was set to R3+L3. I noticed every time I pressed this it would toggle the weird behavior on and off. I changed the combination to Start+Select and the problem seems to be resolved. Maybe R3+L3 does something else as well as what I set it to.
