As you can see on the homepage of 4do http://www.fourdo.com/ the last version was released in 2013 and seems like a dead project. There is a Russian fork of the FreeDO emulator http://www.arts-union.ru/node/23 which supposedly has mouse support and more work done on it. I’d recommend checking that out and making a retroarch version.
EDIT: Actually, the name of the fork is “Phoenix” FreeDO was the old base that is still dead
