I have the Latest Versions of Roms and CHD Files and Folders
So when I try and load game up I get an error Saying “Failed to Load Content”
I followed Setups on Youtube and on Google but nothing happens else.
I am Stuck

Which ROMset are you using - Merged or non-merged?
And are you using the correct folder structure for the CHD files and the boot ROM file?

folder same name as the Rom File
Using the Merged Set as the the Merge set only had the CHD File in it
Does this ROM set work in a standalone MAME emulator?
Not on latest MAMEUI

The problem was with LUA Script so moved everything out of the Plugin Folder in Mame System File and it Loaded Fine
While I was downloading the ROM I needed from the latest ROMset and trying to get it to run, someone had already helped you
. Well, I’m glad they were able to help, and now you can enjoy the game. 
Yeah that was good though I can’t get the Game to Start as keeps Restarting

Have set my Service Button to F3
I remapped the “Service Mode” key to " / " on the numeric keypad, since the default “F2” is already used by RetroArch for quick saving, and I assigned the “Service 1” key to “9” - with this configuration, they don’t conflict with other RetroArch hotkeys, The “F3” key is bound to the FPS display - it might be preventing you from accessing the ROM initialization menu.
Just to be clear, are you assigning keys in the MAME menu itself, rather than in the RetroArch control settings menu?
I changed in MAME and not thru RA and Core Options
So better to put Service Mode back to F2 or F1?
The “F1” key is mapped to the quick menu; try mapping the “Service Mode” key to “/” on the numeric keypad and the “Service 1” key to “9,” just as I did. Plus, you only need to do this for MAME and specifically for this game.
I actually used Game Focus to get it to Mame Settings
What does service mode do?
“Service Mode” allows you to access the arcade’s internal settings, such as region selection, control settings and tests, and checking the status of the game ROM, while the “Service 1” button lets you navigate the menu within Service Mode
Got it working as put on Game Focus so enter the MAME Settings and Changed the Service Button to F1 from F3 and it loaded and Game worked
