i try to compile dolphin libretro to a core but it never works im using all the requirements i can supply u with any info u need plz help

Have you tried using the static Makefile located in Source/Core/DolphinLibretro/?
no i have not i just tried it but it requires VS 2015 Build Tools is there a way to make it use 2017 build tools
what are all the required files and folders to make dolphin into a retroarch core
Everything you need is in the libretro fork on github.
no like the files just to get the core and not the extras
