"Failed to create Vulkan instance"

I get this when using mednafen_psx_hw. Relevant details:

  1. On my Win7 desktop, mednafen_psx_hw performs fine.
  2. On my Vista laptop, I get this Vulkan error.
  3. This is in spite of the fact that I installed the very latest Vulkan SDK from LunarG. Before having installed this, I got a different error which suggested Vulkan wasn’t installed.

Can you try to run this Vulkan multithreaded fish demo from Nvidia:

If that runs, RetroArch is usually okay, too.
