If the current version is v1.0.0.0 why is the Libretro core v1.0.0.01?

v1.0.0.0 is latest stable, v1.0.0.01 is current dev

Some romsets changed since 1.0.0.0, new games were also added.
Where does one find this information? Also, does anyone happen to have the 1.0.0.0 core dll? I got the 1.0.0.0 romset and likely wont upgrade it for a year.
