Which shader did you use, good sir?
Several shaders can achieve this look with the correct settings.
Here are some preset packs which can give you a head start.
You can also just load up CRT-Guest-Advanced-NTSC, the NTSC Adaptive shader and set everything to RF or Composite and get that effect as well.
It used to be a bit more difficult long ago but now itâs almost plug ânâ play!

Oops. I shouldâve clarified in my initial post. I meant if you had that Sonic one but in the style of that Mega Drive overlay/bezel.

Edit: Made it myself along with a cfg file to load it up from:
I ended up losing the border after running it through a background removal program but still this is perfect. Thank you again.
