How do you get rid of the "On-Screen Display Messages" in Dolphin?

How do you get rid of the “On-Screen Display Messages” in the Dolphin core? ( Or how do you change ANY settings that aren’t core options? ) I am talking about the Dolphin text, not RetroArch! There are also many other settings that aren’t core options!

Dolphin core: Allow reading from Dolphin.ini (2nd time I asked this..)
