NEON in windows? Anyway… can’t build those for windows, so nope.
PCSX-ReARMed is only worthwhile on ARM devices (as indicated by the name ;)), and NEON is a SIMD instruction set for ARM CPUs similar to SSE* on x86.
The NEON-based renderer is a thing of beauty but, sadly, the non-NEON renderer is in bad shape and breaks a lot of games and runs slowly. So, there’s no advantage to using this core over mednafen-psx on x86 systems.
Why isn’t Neon rearmed available in android as a core, it was in the past… does it improve performance over standard in android?

Maybe in terms of accuracy. I’ve been fine with using the Mednafen PSX core for PlayStation games. However, there are certainly things about other emulators like PCSX-Whatever that Mednafen PSX doesn’t have that I’d like to mess with. I don’t like being restricted to using an arbitrarily-specific BIOS file, and it would occasionally be nice to mess with things like internal resolutions and widescreen hacks. Even if the NEON-based renderer can’t make it’s way to an x86 platform, other parts of the core still remain of interest.
It’s kind of like with the Game Boy with how there’s a TGB Dual core despite there already being a Gambatte core. With letting both exist because of features, that is. I’m not talking about what architecture each emulator was made for.

No doubt. Porting something from one architecture to another is difficult and undoubtedly only worth it if the tradeoff is great. That’s why I specified the emulator as “PCSX-Whatever”. It was meant to encompass all versions of PCSX across various platforms, including PCSX-ReARMed. Discarding the NEON renderer, I don’t know of the compatibility differences between PCSX-R and PCSX-ReARMed, so I don’t know how good the pros would outweigh the cons of porting it. When it comes to new functionality for PSone titles in RetroArch, the other options would be for a PCSX-R libretro core (highly unlikely, at least by anyone officially involved with PCSX-R) and a customized core based on Mednafen PSX with such options available (the Beetle core(s), which is(are) currently in stasis while other, more important things are being worked on).
Honestly, sometimes the lack of certain opinions or suggestions in the emulation scene can make me think that people may actually not think about those things. The Mednafen PSX BIOS thing, in particular, is something I don’t hear people ever talk about unless it’s about help setting up the emulator/core. I guess the same could be said for PSone graphics options within the context of RetroArch for PC, but i can’t say for sure. I’m sure people do think about them, but not actually seeing someone talk about it can always make me wonder.
