I kind of feel that maintaining libretro cores is difficult without upstream support.
For some cores, upstream devs are hostile or indifferent toward libretro.
Some cores seem to have built-in libretro support in upstream projects.

There are quite a few. I don’t really want to get into naming names because, out of ~200 cores with the vast majority being either upstream champs or libretro as the defacto upstream, there will certainly be some I miss and I don’t want to slight anyone through omission.
It’s easier to name the ones that aren’t into it. Dolphin, MAME and melonDS have no upstream support. Citra did at the time the port was made but no longer does (the upstream guy who did it moved on altogether). The beetle-* cores, DOSBox (but FWIW, their upstream situation is pretty well-known for not cooperating with forks), Yaba Sanshiro and ScummVM… I guess that’s about it.
