Using XMB menu, it is possible to order platforms alphabetically (Atari, Nintendo, etc) and also by release (2600, Jaguar, etc) within each platform?

Nope, alphabetical order only.

You may try as a workaround to use the Views feature ?

But it will be related to games from your playlists.

Is the “Views” feature only available within the Ozone menu?

No, it is available for other menu drivers also.
