How I can load a shader in a PSOne game sucessfully, without the message “Failed to load shader”?

I use the Mame 037b5 fullset in the retroarch emulator, is it possible to apply image filters in mame 037b5 games? are the filters inside the retroarch or manual download?

Yes, shaders can be applied to anything. RetroArch comes with a bunch of shaders, yes.
