I don’t know why I seem to like effects that destroy the image rather then enhance it, but I thought a shader that introduces intense color bleeding and maybe random scratchy lines or waviness might be kind of cool, especially if paired with the FFmpeg core. Not sure how complex this is or if it is even possible but I was wondering if anyone was up for the challenge?

you could pair the NTSC shader with a noise shader.
There was some discussion about it on byuu’s forum. Like mudlord said, taking maister’s NTSC shader and adding another pass that does FM signal modulation might get you close.
If I were more capable, I would write a shader that warps the picture and does bars of static, like this (and I would make the shader only visible during rewind. :D):
