CRT Beam Simulator shader doesn't work

I try to enable this. Retroarch says it loads the filter, but nothing happens. It’s the same as having no filter on. I have enabled Vulkan as my video driver and so on. Does anyone know what’s wrong?

Edit: I can get it to do something if i turn off vsync in Nvidia control panel for retroarch, but it seems completely fucked. It has several weird lines flickering across the screen.

In order to be able to use the shader (otherwise, there is simply no effect, it looks as if there is no shader enabled), i have to disable vsync in Nvidia control panel. Is this supposed to be the case? It also looks quite bad, with several bands moving and flickering across the screen.

Also, the regular Black Frame Insertion setting does seem to work at reducing motion blur, although for this setting i need to have vsync set to on in Nvidia settings.

You should have a display with refresh rate at least 120Hz and subframes enabled in the Retroarch menu.

I do have a 120hz display, and i also enabled subframes, so this can’t be the problem.

Have you tried to disable exact syncing to content framerate (freesync, g-sync) in Retroarch?

It is already disabled. I have also tried to disable gsync for my monitor.
