This really depends on the hardware involved. There’s no single solution that works for everything.
Does blargg’s shader still with resolution problem in some SMS and Genesis games?
What I have to do to use more than one shader. NTSC + Dithering, for exemplo.

I’m not sure if the built-in NTSC filter still has problems with SMS.
Stacking multipass shaders gets complicated pretty fast. However, the NTSC shader should blend dithering pretty well on its own. Also, check out GTU-v50, which can do some NTSC color+bleed effects while also blending dithering.
But blargg’s shader still has problems with some Genesis games?

For Genesis, use the core option rather than the actual video filter through RetroArch’s menu. That is, load the core and some content, go to the quick menu > options > Blargg NTSC filter ON. I think it should work for both Genesis games and SMS games.
With blargg filter ON, the mouse doesn’t hide.
