How to install lakka on raspberry pi 4 via NOOBS?

I have download the archive Lakka-RPi2.RPi4.arm-2.2-devel-20190815003103-r28324-g35a9e03144-noobs.tar. but how to install it via NOOBS? please

It doesn’t work at the moment, please use a dedicated SD card and the regular image

I can’t help you because i never use or plan to use NOOBS, i don’t like anything.

I can’t create new topics and I am a newbie at Unix Linux and I don’t know where else to ask. But I cant get Lakka 2.3.1 to even boot on my rPi4 . I flashed the pi4 Lakka 2.3.1 onto a blank SD card (SanDisk edge 16gb) with etcher, slotted the SD card in but all I get is a black screen, something is trying to output to the monitor since monitor doesn’t switch to another input by itself but I waited 15 minutes, nothing popped at all.
