If Lakka can’t be sold, then why is Gamegirl still an thing? Does it not have the non-commercial cores or what?

Lakka as it’s currently distributed includes noncommercial-licensed cores, yes. Gamegirl would need a special spin of Lakka that was made commercial-friendly, but it’s a moot point at the moment because Gamegirl isn’t a real product yet, just a prototype.
