I have a Asus ZenPad C7.0 that I would like to turn into a dedicated emulator machine, is it possible to install Lakka on android tablets and use a Dualshock 3 for input? I could not find any information about it in the wiki page.
There’s no Lakka for Android tablets but you can just install RetroArch-Android from the Google Play store and achieve much the same thing.

Unless you make your own custom ROM, you will not get an auto boot setup. Not to mention you would need your device to be rooted. As it sits, Lakka is not an Android based system.
Now it may be possible to make the RetroArch program autolaunch.
