This was a great idea, Rick74. It turns out that you can use any of the 1080p border shaders from the PC port along with integer scaling for stuff like this (all of these screenshots come from a phone):

And it’s pretty easy to modify MAME overlays for fancier scanline-y effects, like this one (wrecks gamma, but looks pretty good if you zoom in pretty far):
Here’s the overlay file itself, if anyone wants to try it (could use a bit of tweaking; I cropped it fairly close but it doesn’t line up perfectly with the sides of the game screen):
The borders should scale and work for any phone with an aspect ratio of 16:9. I didn’t notice any performance hit on my HTC One, but if anyone else has performance problems, I’d be interested in hearing about it.

EDIT2: I made a scanline overlay that should line up with pixels properly in landscape orientation (without integer scaling). I haven’t been too happy with the shader scanlines, so I made an overlay that combines resolution specific scanlines and some tweaked RetroArch buttons. Just place the .png and .cfg files in a folder and point the RGUI there. Change the overlay opacity to about 30%-35%…
I’ve attached 2 different resolutions [1920x1080] and [1920x1200]. Make sure you grab the correct one.
It’ll probably only look correct if your screen resolution matches either 1920x1080 (most new phones) or 1920x1200 (Nexus 7 2013).
If you like scanlines, these look terrific and look to be the correct size, intensity and thickness [IMHO]

Made some changes in original psx-cfg file for more comfortable playing on iPad. At this moment there is only a new landscape view. Maybe on the weekends I will finish portrait mod, and maybe then I’ll start change the rest of overlays.

Thanks for sharing this. As I mentioned in another thread, we really need some good tablet-size overlays, since the existing overlays are designed for phones. Perhaps once we get a few, we can bundle them with the main program, particularly since it’s just a matter of modifying the cfgs.
Had some problems with my internet, but now it’s ok. So, as I promised here is the full (landscape/portrait) iPad compatible cfg for psx.

In the box psx diagonal overlay,I simply increased the size because I was getting tired of playing psx games on a very beautiful but puny overlay.(notet that I had set the scaling to 1.13 before modifying the overlay).It is pretty comfy playing on large overlays if ya ask me.
In the dual shock overlay ,I simply added L3 and R3 buttons(note that in the actual overlay,they are mislabeled as duplicate L2 and R2 because I did not have the time to make l3 and r3 images) because apparantly games like Ape Escape needs them

Does anyone have any ipad overlays? or know where to find them?
If you’ve download the overlays from the online updater, just look in the ‘ipad’ subfolder and you’ll find a few that have been modified for the ipad’s aspect ratio.
